Independent People (known as IP among the players) are minor AI entities which, unlike empires, do not compete for fame. They begin as wandering units but are able to found cities and claim territories.
The player is able to fight independent people, patronize them, or with the appropriate civics, assimilate them.
If the stability of major Cultures are too low, their cities and territories will fall into the hands of independent people as well. These particular independent peoples would bear the name of the major cultures they come from.
